Rayner: Employment Rights Bill is Chance to Reshape the World of Work

The former Deputy Prime Minister of the UK Angela Rayner has commented that 'people are desperate for policies that actually improve lives' as the Employment Rights Bill goes through the Commons this week.

Writing in The Guardian, Rayner has positioned the Bill as a 'once-in-a-generation' chance to rebuild fairness and dignity at work. Drawing on her own experience as a care worker, she has argued that the legislation will end exploitation, enhance job security and deliver genuine protection for millions of workers across the UK.

The Labour government faces pressure from Conservative peers and business lobbyists to water down the bill but Rayner insists that strong rights and thriving businesses are able to coexist.

If enacted fully, the Bill could permanently alter Britain’s employment landscape toward stability, respect and shared prosperity.

Measures included within the bill include protection from unfair dismissal, strengthened sick pay, bereavement leave, action against sexual harassment at work, a ban on zero-hours contracts, an end to fire and rehire, and a genuine living wage.

It could also improve rights around family issues such as flexible working and parental leave from day one, stronger protections for pregnant women and steps to tackle the gender pay gap.

The bill also includes an historic fair pay agreement in social care – a new, legally binding pledge that will set minimum pay and employment terms for care workers in England and improve the standard of care.

Labour has framed the Bill as both pro-worker and pro-business, arguing that fair treatment drives productivity, retention and morale.

The planned fair pay agreement for social care (setting minimum pay and conditions) signals a wider move towards sector-wide standards that could extend into other industries. HR and business leaders should prepare for a more regulated, collaborative employment environment focused on fairness and long-term workforce wellbeing.
